POEA Rule on Filipino Workers Bound for Guam

On August 20, 2010 the POEA has published a news release warning Philippine Recruitment Agencies from charging placement fees for workers bound for Guam, USA. This includes jobs falling under the H-2B Visa or non-agricultural temporary workers.

This policy is contained in Memorandum Circular No. 20 issued September 2009. This policy is inline with United States of America law that prohibits charging of placement fees from workers.

Violation of this policy will result in the cancellation of license of an Agency.

Other countries that has similar rules are United Kingdom, Ireland, Israel, some parts of Canada, Manitoba, British Columbia, Seskatchewan, and Netherlands.
